Can a damaged thread be replaced?

Yes. The original thread can be replaced with ordinary string or another thin tie that passes through the hole in the tag.

Can these tags be attached directly to young plants?

They can, but avoid tightening the thread around a soft stem. Attaching the tag to a nearby support is safer for delicate seedlings and young plants.
